If, for a certain area of my part, I use Comments To Machinist to indicate a specific tolerance (like +/- 0.001, while the rest is default) how much can I expect this to affect the price of the part?

If you use Line \| Machine \| Tolerance it will be priced automatically. Otherwise, see Line \| Machine \| Comments To Machinist for pricing policy.
