Welding machined parts

Can two machined parts be welded together?

I want a part which consists of a larger pipe with a hole perpendicular to the symmetry axis and a smaller pipe going through this hole. The joint should be welded and pressure tight.

Is it possible to design such a part in emachineshop?

Yes you can. Design each of those two parts separately and indicate the weld.
