Tolerances on a revolving line made by a lathe

I am working on a design using a lathe. In "Front" view I would like to assign a tight tolerance (+/- 0.025 mm) to a revolving line that will form a cylindrical hole. I can only specify the dimensions of the radius of rotation in Front view. If I assign the tolerance to the revolving line representing the radius of the hole, would the tolerance be applied to the radius or to the diameter of the resulting hole? Thanks.
