how do I join cylinders end to end w/ an overhanging offset?

I need to join a cylinder 50mm in diameter x 40mm long to a 90mm diameter x 20mm long cyllinder (end to end), but with the center of the 50mm located at any point around the edge of the 90mm (an offset for a crank). Can anyone offer any advice?

Take a look at the attached file. I actually need to attach the 50mm diameter x 40mm cylinder to a gear with a pitch diameter of 90mm and a thickness of 20mm. I need to attach the 50mm cylinder with its center at any point around the circumference of the pitch diameter. Anybody got any ideas or suggestions?
