eMachineShop CAD is great, I would like to see annotations objects like arrows included as part of the tool set to help point out parts references.

This utility is also great and the core in communicating with the machinist or collaboration - however I am thinking more for the layman (client), who needs to understand the concept. So the annotation tools, for instance would include shading/fills, offset lines (with line different line ends) and call-outs.
You would need to use 2 drawing applications, one to markup and illustrate for the client, the other for the machinist .

An alternative would be to provide an export as a PowerPoint file. This way the author and client can utilize those tools to present and collaborate.

You can export into DXF format that is probably supported by the powerpoint.

PowerPoint supports the importing of DXF? I do not think so, at least, not in my version of in MS Office.

Consider trying any freeware DXF->WMF converters available in the web.
