Design help

This should be simple but I can't figure it out right now. All I'm trying to do is design a 3 inch circular object with a 1 inch width. The hole needs to be 2.75 inches but I want a lip on both sides. So when looking at it from the top, the hole would be more like 2.5 inches but recessed inside to 2.75 inches. How do you do this? Thanks!

Oh, and width of the lip would only be about .1 inch

I see what you're showing but I can't figure out how to recess the middle of the ring and not touch the outside. The file I have attached shows how I would like one side to look. I just need to get the lip on the other side. Thanks for your help.
