Spray Enamel Colors and post production

When Choosing a color for "Spray Industrial Enamel coating" under Job/Finishing, there are seven (7) colors listed as "Stock." What is the extra cost/ time for using a non stock color? There is obviously much more color selection when choosing off the non stock list. The application would be a metal or plastic light switch plate, about 2.5”x 4.5”.
Also, I would like to have some switch plate screws "post processed" by eMachine shop with this spray enamel to match the switch plates. I was told to draw a similar screw in the CAD, and then specify to machinist that parts would be supplied. When doing this, is cost manually reduced considering that the drawn part doesn't have to be manufactured?

Ah, ok. I missed the "For Quotation Only - Customer to supply parts via UPS" when I first looked there.
So when using non stock "special" colors, should I specify with comments to machinist AND type the RAL code in the colors box under job/finishing? The CAD requires something to be typed in that box.

Yes, please specify the color in Job | Finishing combobox.
