Creating a Cylinder

Hello,
I am simply trying to create a hollow cylinder of lenth 7 inches, diameter 4 inches. The cylinder has a sealed top. The bottom of the cylinder has a hole of 3 inches in diameter.

I can't get it to work.

Some help would be appreciated.
