Can I make things at 60 degrees as opposed to 90 degree?

Hello,

I'm designing a plastic kite spar connector and need some help drawing the item in software. I have drawn an approximation of the part. But I still have a few questions. Presently the two upright joints with the compression clamps are at 90 degrees from each other.

1. Is it possible to make them at 60 degree angles?
2. How would I have to draw it to add another compression clamp to the lower pipe?
3. How can I make the lower pipe join the V shaped area completely. Right now it just starts at the V of the joint and comes out.

As for holes at angles other than 90 please see Comments to Machinist.
