Rounding Edges...

The part in the attached design should have the edges rounded by 10.5mm on both the top and bottom views. However I can't see a way to specify that I only want certain edges of the part to be rounded. The curved edges of the part should be rounded, but the three flat 'ends' of the part should not be rounded. (Both top and bottom views.)

I have included comments to the machinist which I hope explain this clearly.

I wanted to check that:
1) It is possible to round only certain edges of the part
2) My comments to the machinist are clear in what I woould like

Would something like this, assuming it is possible, effect the price of the part?
