Tapering Oval

Is it possible to taper the highlighted oval from 10.5mm to 7mm? For Comments to Machinist, would I just say Taper 10.5mm-7mm?

Also, why is there a line coming out of a hole?

Use Line | Machine | Auto | Side Edge Angle to add taper. The line is a 3D preview glitch that does not influence manufacturing.
