center round, outer points out on both sides, possible?

When you try to view 3D you get:

Error: Lines intersect at the dot(s). This is not permitted. ... http://www.emachineshop.com/machine-shop/Technique/page274.html .

Did you go to that link and follow its advice?

On my outer circle, now half I can not delete line up to diagonal. Possible?
