Creating an "embossed" shape

Hello,

I must have missed something but I can't manage to draw a shape like the
one in attachment for use with injection molding or even 3D milling (I know
that for the later case, the machining has to be done in two steps but I
don't know if there's a way of specifying it).

In the Top view draw concentric squares each with positive Z.
In the Bottom view draw a smaller square with negative Z.
