Hole transition shape top to bottom

Hello,

Is it possible to set one shape for the top view of a hole and a different shape for the bottom view and have the shape transition over the thickness of the piece? A simple example would be to have a hole that starts elliptical on the top and ends up circular by the time it is cut through the bottom.

I'm picturing this being accomplished on a CNC mill as I haven't seen any CNC plasma cutters that can do continuously variable angle cuts.
