Trying to make a hinge how do i make the teeth?

This part needs to have notches cut into the small cylinders on the ends so 1 end can be a hinge and the other can accept a pin when placing 2 of these parts together. How do i do this?

I'm not clear on what you want to do.

2 of these need to linterlock at the 2 small holes on the end to form a clamp. One end as a hinge. The other so a pin can keep them closed.
